Over the last week, the Trump Administration has continued to reduce the reciprocal tariffs on imports from countries that enter into trade agreements with the United States, promising a range of tariff and non-tariff relief for U.S. exports to those countries.
On November 14, President Trump announced a framework for an Agreement on Fair, Balanced, and Reciprocal Trade (Agreement) with Switzerland and Liechtenstein. In return for the U.S.’s agreement to cut cumulative reciprocal tariffs on most Swiss/ Liechtenstein goods to no higher than 15%, Swiss and Liechtenstein companies will invest at least $200 billion into the United States, and Switzerland and Liechtenstein will remove barriers to U.S. exports to those countries. This tariff reduction will mean that imports from Switzerland and Liechtenstein will be subject to the same tariff treatment given to imports from the European Union. The exact details of the Agreement will be forthcoming.
On the same day, President Trump issued an Executive Order modifying the scope of the reciprocal tariffs so that certain qualifying agricultural products will no longer be subject to those tariffs. This measure largely addressed certain food and agricultural products not grown or produced in the United States. These products include coffee and tea; tropical fruits and fruit juices; cocoa and spices; bananas, oranges, and tomatoes; beef; and certain fertilizers. In all, the Executive Order added 237 Harmonized Tariff Schedule (HTSUS) classifications and 11 categories of agricultural products to Annex II of Executive Order 14257, making them exempt from the reciprocal tariffs.
The reduction in the tariffs on certain agricultural products follows the earlier announcement by the White House of new frameworks for Agreements on Fair, Balanced, and Reciprocal Trade with Argentina, Guatemala, El Salvador and Ecuador. Under the frameworks, the United States will eliminate the reciprocal tariffs on certain originating goods from these countries that cannot be grown, mined, or naturally produced in the United States in sufficient quantities. Many of these goods were addressed in the November 14 Executive Order on agricultural products. For El Salvador and Guatemala, reciprocal tariffs also will be removed from certain products, such as textiles and apparel products, originating under the Dominican Republic-Central America Free Trade Agreement (DR-CAFTA). The framework agreements, however, do not alter the existing tariff rates on most imports from Argentina, Guatemala and El Salvador, which will continue to be subject to a 10% tariff, and imports from Ecuador, which will face a 15% tariff.
The USTR is continuing to accept written comments on its Section 301 investigation into Nicaragua’s acts, policies, and practices burdening U.S. commerce until November 19, 2025.
Keeping track of all the tariffs that have been promulgated or proposed during the Trump Administration continues to be a head-spinning task. To help follow the proliferation of tariffs in the Trump Administration, I have put together the following list of each of the tariff measures that have been implemented, pending, or proposed since January 20, 2025.
